Nia Pushkarova – Artist, Festival Organizer and Founder of NGO IME
Born in Sofia, Bulgaria

BA Honors in Fine Arts, Reading University, UK
ICCM, Salzburg, Austria – art management diploma
Founder and Director of NGO IME since 2004
Since 2006 I thought of initiating some sort of action around an abandoned water tower in Sofia, beacuse of its indesputed character and beauty. Juts passing it by every day doing nothing, seeing how it decays with time left me with the conviction that something has to be done. Gradually through the years and a lot of effort form coworkers and volunteers I managed to turn this initiative into an internationally recognized festival in Bulgaria. The importance of making this festival is in its synergy with the local needs and our adequacy in Bulgaria and the ever inquisitive mind of artists in order to live better live – pointing out to problems, no matter how uncomfortable they may be to some.  I have studied in UK and graduated Fine art in 1995, when I consciously returned to Bulgaria. By participating and collaborating in exchange of ideas I believe that art can overcome the stagnation of nowadays politics cultural and social life. By doing all this I believe we can help change the local mentality for the better via overcoming prejudices, bringing tolerance towards “the other” including social interaction through arts.

Being an artist you have the visa for the world.

LOCAL CORRESPONDENTS – OPEN CALL

The Water Tower Art Fest calls for participants for its 2014 project Agentur Schwimmer from Berlin.

photographers artists interested people are becoming local correspondents

The Berlin based art project Agentur Schwimmer (swimmer agency) opens a temporary regional office with local correspondents from Feb.20th to March 4th in Sofia.

The local correspondents work on a multidimensional, fragmented picture of political, social, economic and administrative processes in Sofia and Bulgaria in general. The results will be presented on the Water tower art fest in June 2014 and integrated into www.agentur-schwimmer.de

Agentur Schwimmer works as an artistic model. At its core it functions like a photo press agency that offers pictures taken at incidents, events and in places that are commonly considered newsworthy.
A photographic press agency is a public space which determines the ways the political is perceived.

News is what is accepted as such.

Agentur Schwimmer creates a platform for photographic perspectives dealing with the inner workings of society. It facilitates the visual understanding of processes that are relevant to the public. It offers a vision of how news events can be told outside of conventions and economic constraints. The photographer’s attitude while taking the photo plays a key role when selecting images for Agentur Schwimmer.

Introduction of Agentur Schwimmer and the local correspondents network on feb 20 th at 16h in Photographic Gallery Rubber – street Gerlovo 13, (between Shpka street and Oborishte) Sofia
map

Further meetings by agreement.

Sibylle Hofter, one of the project founders may coordinate and support each participant’s photo sessions according to their wishes and skills.

If desired project participants can become familiar with basic image processing and selection criteria in one-on-one or small group meetings.

LOCAL CORRESPONDENTS details:
concept
the participants will work on a multi focal portrait of the inner workings of the society.

how are things organised? who are the human beings behind the news?
We go INTO the situations: we go to the party meeting of our political opponents as well as we go to manifestations against their politics. each theme we work on becomes stronger if we cover different levels.

even if we think the actors are not worthwhile to take them serious as human beings we look closely, and we look closely on their environment: who works for them? who is listening?
we work beyond schemes. although we have or develop attitude.

I myself I tend to look closely at the political or economical actors who push the world in a fatal direction. I try to visually understand what is their network like.

of course participants understand the work in different ways. as an arts project and not dependent on sales we take the freedom not to use images as tools. Our images should develop their power from inside.
Thats why technical means are not crucial. Its usually just easier to find stronger images with good equipment. The same with experience. The same with dedication.

according to the participants interests and possibilities we concentrate on actual political discourse as well as on the general organisation of society.
Me personally I´m specially interested on adminstration, staged democracy, on the classical institutions which organise a society.
My role as a foreigner is different from the role of the participants who are experts in their own society. As a language ignorant I am as deaf as my camera. I have to rely 100 % on what I am able to see. The participants approach the project from a diamentrically opposed direction: They are familiar and possibly bored or enraged on the situation. “At the end of the day” all the perspectives will be positioned in dialogues between each other.

practically

since each participant works self-consistant, it is possible to work the 10 days exclusively on the project or to participate part-time parallel to a regular job etc.
project language is english.

we start with a public presentation of the Agentur Schwimmer agency project.
after the public left we figure out our focuses (special interests or knowledges) and structure the work:

like the agency the CITY DESK consists of the classical sections:

politics
economy
social
culture and research
sports and leisure
(sub-sections you’ll find on the website or at the end of this text)

at the first meeting we will have prepared schedules for several events or sites to be continued during the project time.
national parliament, city council. governmental press events. manifestations. political activists. contacts to marginalised or stigmatised groups of society. court cases. conferences, panels and lectures eg on environment, ressources, development, inclusion, economy. trade faires. municipal administration. political party meetings. companies. basics: education, health, pensioners, public affairs.

depending on the size of an event one or more participants will go to cover it. the variety of individual priorities will hopefully lead to a broad bandwidth of subjects.

since we – the organisers – work on a voluntary base we need – according to capacities – the participants cooperation in organising further permissions.
participants who work primarily or exclusively on the editors side (research, organisation, selection, image processing) welcome.
participants will receive Agentur Schwimmer IDs

the entire group gathers on the scheduled “editorial meetings” to watch the results, to feedback, to make a rough concept for temporary uploads to the website. and to structure the continuation.

individual meetings to work on subjects or series will be held any time by appointment and they are open for interested participants.

copy/rights

each author legally is the publisher of his series: s/he has to take responsibility on the content (specially if his/her uploads contain copyright- or personal rights infringement).
s/he can publish his/her works elsewhere – hopefully with a hint on the wtaf Agentur Schwimmer context.
in case of a sale via the agency the author gets 80% of the income.
the author has also the right either not to sell licenses or to publish under creative commons license. if a photographer is contracted sales may done exclusively by his contract partner.
Generally the uploaded images should stay on the website. To withdraw images the author should have severe reasons.

Deadline for applying 07 February.
Attendance is with fee of 50lv.paid in advance!
Working language is English.
Materials needed- working camera.
No previous education is needed to participate, as well as there is no restriction of age

A show dedicated to free exchange of ideas and collaborations between artists form different nations.
The idea behind this show is provoked by the last UK press prediction of mass immigration in 2014 by Bulgarians and Romanians with allowed work permit.

The artworks to be shown are of UK based artists and Bulgarian artists, all participants of the Water tower art fest – an artist run initiative.

Water tower art fest is the biggest event with its 7 years history in the development of contemporary arts in alternative spaces with socially engaged artworks from national and international artist’s participants in Bulgaria.
The UK based artists participation is the most prominent one. On that basis we have decided to extend the festival presentation in collaboration and support by them artists in London and show the positive act of communicating through the arts, beyond the limits of national and European politics of the day.

The festival has proved to be the most respectable event in the contemporary art scene in Bulgaria with its international artist’s profile. Throughout the years we have established the free way of communication between artists, institutions and audience by using abandoned buildings as a place for our exhibitions, involving artists from all around the world(last edition included – 900 artists participated so far).
Starting from a small scale initiative with mind liked people around abandoned water tower in Sofia, thus placing the right motivation and act of being socially engaged through the arts has proved to be the most successful event in the history of contemporary arts in Bulgaria. The collaborations made during the festival have extended themselves outside Europe, making an independent network for artistic exchange and communication.

Program 2013

PROGRAM OF WTAF 2013
19 – 23 June
TEMPORARY PROTECTED SPACES
Organized by NGO IME and friends

For the 7 time we invite you to The festival for contemporary arts and culture Water tower art fest from 19th to 23rd of June in Sofia in few locations around town
We are an Artist-run initiative!
Attending all events is free.

Since 2006 the Water Tower Art Fest (WTAF) has been promoting a vivid demonstration of the richness and diversity of the cultural life in Sofia, and at the same time points to important but often neglected urban problems such as the decay of abandoned city spaces of national importance. WTAF provides not just an agenda for the solution of such problems, but also the means for it – through the artistic creativity and cooperation established between the participating artists and the audience the festival reveals the transformative power of art.

The main idea behind Sofia’s candidacy for a European Capital of Culture for 2019, the concept of “Sharing Sofia”, is reflected by the mission of WTAF – to bring art out in the open, to liberate it from the conventional two-dimensional space of galleries and museums limited by finite walls and opening times, and provide it with the freedom and infinite opportunities of nature combined with the picturesque city landscape. By so doing, the organizers of the festival successfully promote the all-inclusiveness of art and its ability to transcend borders and maintain respect, understanding and appreciation of diversity. Overcoming the spatial borders of conventional art spaces was just the first step WTAF has made on the way to the full transformation of art into a socially-engaged ambience, capable of bringing real change to the surrounding community.

By opening up its artistic territory to a wide variety of artists of different nationalities, religions, social background and gender, the festival creates a welcoming atmosphere in which everyone feels not just secure but also empowered to transform their own life as well as the life of the city of Sofia. By combining the historical significance and multicultural heritage of the Water Tower in Lozenets with the inventiveness and originality of modern art, WTAF manages to subvert one more category of social borders – the divide between past and future – by demonstrating the intrinsic need of ascribing to the two, ostensibly opposite, temporal trajectories the common origin of social change.

And last but not least we invite you to our Temporary protected spaces:

Protected – because we need to feel this way, by coming together and expressing ourselves freely.
Protected from whom? Protected from the raging forces of ego based battles within the society, from the mass illiteracy leading to intolerant and rude attitude towards matters of the heart.
Protected by whom? By the group of artists expressing their motivation to come together and create, by the notion itself of making a festival for the arts and not a LTD company for any kind of business binding to the forces of capitalism.
Why spaces? Because we have the time, and are in need of a space.

19 June from 18:30 to 22:30 – official opening
Water tower in Lozenets

Munsee & Dichkata – concert live in the garden of the tower

Artists:

Aleksandra Rasulic (Serbia) – Temporarily Protected From Dirt; installation

Claire Halpin (Ireland) – Protest Drawings Traced Transferred; drawings
The starting point of this artwork comes from media images the artist collected of the Shell to Sea Protests in Rossport, County Mayo on the remote west coast of Ireland. “I was struck by the drama and anger encapsulated in the struggling protesters and the images to me were like figures from Caravaggio paintings.”

Johannah Herr (USA) – Patterns on wall

John O’Hare (UK) – Protest in Abstract; interactive installation
Protest in Abstract is an interactive installation of materials and objects associated with mass demonstrations – political pamphlets, placards and banners – painted in bold colours and devoid of particular messages or signs. In presenting organised protest as an aesthetic visual event of which the juxtaposition of complimentary and conflicting colour is the central motif, it queries the collective authorship, mutation and manipulation of iconographies of resistance.

Jonathan Johnson (USA) – Sofia-Midwest Connection

Hitomi Kammai (Japan) – Girl; video installation

Herve Constant (UK) – The Dream; sound installation

Paweł Kowzan (Poland) – Untitled, 2013; permanent sound installation

Thomas C. Chung (Australia) – Find Me If You Can…; installation

Yujin Lee (Korea) – 51 Smiling Buddhas; drawings

Vesela Mihaylova and Tiago Martins (Portugal) – TRIPO; sound installation

Yohann Walter (Denmark) – Aegis; video and sound installation
Aegis is a video and sound work made in four countries and in no less than twenty different locations. Through mountains, forests, Springs and seas, places of worship where remain our origins, Aegis explores symbolic and ritualistic approaches, where communion with our environment are revealed through sounds and gestures, sensitive and mystical vocabulary which propose the viewer a journey through a world that was, one day, protected against men.

Performances:

19 June, 21:00
Laura Cristin (Italy) – Sirena Bulgara; performance
A-live S(he)ren in Sofia: Along almost a decennial of wanderings in performing arts, while discovering/developing the identity of Sheren, I have often stepped across the (mari)TIME of my birthday: 13th June. The WTAF further EAST around the summer solstice seems another predestined stage on this path, also for the Water Tower with its clock-like (dodecagonal) plant. Thinking, imagining, feeling about the mythology of Sheren is a daily (art) practice intermeshed with the mundane. It’s a constant attitude always ready to take (physical) shapes/appearances in case of fortunate conditions. When these occur the ephemeral magically materializes in the heARTs of many, far beyond a ‘private garden’. Space—Nature and human beings included—is important, as the Tempo. Music provides many suggestions for e-motionS and ‘moti dell’anima’ to be played with the contingency. Polyethylene veils, stick-of-rain, aquatic accessories help, sometime.
Best things are un-expected.

Penta Pulse (Bulgaria) – Audio-Visual Performance

If you ask us directly what PentaPuls means, we can’t give only one answer. The idea of the audiovisual installation comes from the desire to make connection between the nature, the human begging and the digital revolution, that changed the course of our development. The shapes from which the screen is made are sort of a game. And exactly the game is the basic thing that rules our lives. The preservation of these forms, actually of all subjects that surround us, can also be called a game…made out of paper the main ingredient that we use is the pentagon( one of the accurate shapes that the nature gives us, one of the shapes that is directly connected with the sacral geometry, with the Fibonacci spiral). The featured form includes the elements of the earth, air (the sky), follows the flowing shapes of the water( the waves) and represents the sharpness of the fire. With the help of the vision and the sound we will show one of the most sacral moments in the life of humans, we will make connection with the nature and of course we will make a reverence to her power, we will fall in love and smile. “PentaPulse” has not the goal to change or guide us, but to open our eyes for the moment, when the digital and the natural settle down in full harmony.

A performance exploring the possibilities of getting closer, of  creating a fragile and protected space within a public one. You are invited to take a walk. The participant is invited to stroll along the streets of an imaginary city’s map. At first he becomes the listener of a particular text (different for each person), then if willing, he participates in it. The stroll gradually turns into a conversation. The texts people hear are different, mysterious, questioning or simply beautiful. For the time of the walk the artist reveals a part of his ownself, a secret he holds… Questions, discussion, bewilderment, amazement are raised.

Teodor Liho (Bulgaria) – Up In Smoke; art action
Up In Smoke
Smoke
….as a hero/image/multilayer symbol:
….as thick, heavy smoke clews
….as a thin flow of white signal smoke
….as a stifling cloud
Smoke, depending on the context is charged with multilayer messages: it could
be a signal, means for communication or the opposite a curtain, a diffusion, a
sphumato….. a mystifier, an obstacle or an arena for images…..
One uses smoke to invent sayings for blessing, expulsion of evil forces, etc.

Bregman commutes during the festival to and from POHA, you can accompany him.
“Bulgaria offers Bregman what the Netherlands lack: Mountains and Nature. Bregman enjoys this at an Osenovlag House, 30 km north of Sofia, as the bird flies. The house belonged to a Priest, and the Bulgarian word for Priest is ‘Pop’. For a Europe of Neighbours, not of Brussels. Foundation In Search Of – Do-It-Yourself. Cultural Activism; educational-creative workshop

Do-It-Yourself. Cultural Activism; educational-creative workshop
Organized by NGO IME, lead by a Polish organization Foundation In Search Of… with the participation of The Bulgarian Center for Non-For-Profit Law (BCNL).
The workshop is aimed to everyone interested in any form of cultural activism as well as people already working in an organization and willing to increase their knowledge and capacities.
Throughout the workshop we’ll present different ways of operating as a cultural activist, introduce the basic tools of cultural management and excercise the aspects of organizing a cultural project.
Through cultural activism you can make changes in the public space, views and spread the positive outlook on life, politics and social reality. We’re going to show good practices on that matter in Bulgaria and Poland.

* The workshop is supported by Program Evropa, Polish Cultural Institute, National Fund of Culture
* The workshop will be in English
